Question about Length measurement

Hello,

I have another quick question. I have read conflicting answers on this forum regarding this question:

Does Hi-LO measure trailer length to include the tongue or not? I want to know the length of the cabin for a 1990 22L. The brochure says 21'9", it does not say if the tongue is included in that measurement or not, or what the length is without the tongue.

Anyone know for sure?

Most HiLo trailers are measured from the ball hitch to the back of the bumper and does not include the spare tire.
 
My model 2401 camper

Claimed at 24 feet, was 24 feet measured tongue to rear bumper.

Going by memory, the lower box (outside dimensions) was about 18 foot and the upper box (outside dimension) was about 20 foot.
