I am buying a 1987 Hilo 22 foot camper that is stuck in the up position. Will it be ok to pull it about 50 miles to my house to work on it?

The correct answer is NO! You can do damage to the trailer's lift system. The problem may be simple and should be corrected before moving it.
 
I should add that towing with the top up can possibly break lift cables, glide blocks, and who knows what else. To drop the top you need to have a charged battery installed in order to lift the top from the safety catch and also to activate the hydraulic release valve. The top may be raised manually if it equipped with a manual pump. You have to be able to get the top raised enough to be able to remove weight from the safety catch to release it.
 
You didn't state if the lift pump is working or whatever. Please describe what is or is not happening and there is a good possibility someone here can give you some pointers on what to do.
 
I have a 1987 fun chaser 22ft also..you can use your car with jumper cables to life it by attaching them to battery on trailer.. lift trailer and pull cable.. and try getting the safty off .it should come down on its on...
