Angry cable adjustment

i had a local mechanic adjust my cables. he did not do it the recommended way. he did one side at the time. now my left front is to high and the cables are almost screaming when i lower the top. CAN I adjust the bolt when the top is down or do i need to lift it and do it the right way. i should have done it myself. I even gave him my book to read up on it.. Please I need some input

If you are loosening the cable, you can probably do it with the top down.

Top down. Back off each cable until each is just slack then tighten each one until you start to feel tension on each with your wrench. Just make sure the cables are tight all the way thru pulleys to the attachment to the trailer top. Make sure you have no "false" tension with a cable binding somewhere. All easy to do.
