Default HILO wont raise or lower using hitch plug only-is this normal??

My hilo wont raise or lower when the hitch is plugged in and no battery is installed in the trailer. I can use jumper cables from the car battery to directly connect the trailer or attach a battery to the trailer. The hitch plug is making contact as the lights on the outside work, but the battery gauge only shows half charge. Should I investigate a possible problem with my hitch plug or is it normal for the hitch not to have enough amperage(?) to raise the trailer?? thanks

The hitch plug will not supply enough amps to raise the camper up.The hyd motor requires around 100 amps to raise the trailer. Trying to do it with the hitch plug will blow the tow vehicle fuse.

You must have a charged battery installed in the trailer, that is where the lift draws its power. The charge line from the tow vehicle is only for charging the battery. Additionally, the battery is required to supply power to the emergency brake breakaway switch and to the interior lights and appliances.
