It would depend on why it wouldn't go down. THey are hinged at one end and the other end you move the back window out of the way and it should just drop into place.
I think if you were to drive down the road with the back up you'd eventually rip out the hooks that hold the rear window in place due to bouncing. It is my personal opinion that they aren't attached very well. For that matter neither are the latches that hold the roof down. Mine are loose and I need to bolt them all the way through the roof, not just screw them in,.
Reasons I can think of why it won't go down
1) sides are out of alignment
2) the lift things on the inside are jammed up (so unscrew them and replace them)
3) hinges are somehow jammed at the front end
They are about the only reasons I can think of since mechanically this is a simple hinge and the roof is held up by the lift supports…
If it were me I'd take a look and see if I could figure out why. Sides out of alignment would be harder but the other two reasons shouldn't be all that hard to fix.
