From your description, it sounds like the top has settled on the safety bar, which binds it. To get the top down, press the lift switch to RAISE the top (off the bar), and then, with the motor still holding the top up, pull the lanyard to release the safety bar. Then, while holding the lanyard to keep the safety bar retracted, hit the lower side of the lift switch to start the top down. Once the top is past the safety bar, you can release the lanyard and continue to lower the top all the way down.
This is a common problem on HiLos as they age.
