I think we need more information. Are you saying you have to lift that corner manually ALL the way up? Or, is it just that you have to give it a nudge to get it started?
You should be able to see if you have a broken cable. Look under the trailer on the driver's side for the point where they all come into the adjustment point. If a cable is broken, you'll be able to pull it all the way out. If it's just loose, you'll be able to feel the tension on it and you can tighten it a bit.
