Default Top will not raise on left side

Hi all, I have a 1999 hi lo was just given to me.
If you are looking from the back the left side hasn't raised all the way up. The right side did. I don't know what I am looking for or how to fix it.
It looks like there's water damage on this side as well.
Also I do not know how to turn the power on.
I've looked but can't find anything for my specs on my camper any help is appreciated I have never been in a camper so I have no clue about anything the manual I found doesn't have my trailer at all TIA

If the electrical power on the inside is off, but the top raised, your Master Switch is probably still in the "Raise/Lower" position. You can download a manual for the 1997 towlite in the first post in this thread: https://www.hilotrailerforum.com/f49...-towlite-1728/ I know this is not your model, but the manuals are fairly "generic" and things did not change much from year to year. I think that manual will cover your model almost perfectly.

Go to Post #3 in this thread: https://www.hilotrailerforum.com/f49...-youtube-1233/ for a video manual for our trailers. The videos will answer most of your questions and should cover everything you need to know.

In the manual you can download, page 24 shows the adjustment points for the lifting cables if a corner is low. The top should raise until the bulb seal makes good contact with the lip on the lower half.
