Default 1995 towlite 246tb raised can be towed raised

Hi,
I have a 1995 towlite 246tb, just bought it. The problem is that is raised and cannot lower it.
I was wondering if it can be towed like that on top of a flatbed without damaging it.

Not a great idea. If I I did it on a flatbed I would certainly try to reinforce/ stabilize the top with two by fours set vertically from nderneath edge of top to flatbed. Still it's not built for the stress of moving while up. Why can't you lower it? I'd try to solve that first . What have you tried?
