In addition to using the grommets, put 3-4 ropes over the top of the trailer and tie these down. This will help take some of the load of the grommets during strong winds.
I used to keep a boat at a dry-stack marina and my slip neighbor used to cover his boat for the winter. It was a tall boat with a flybridge, so it had a lot of windage. He always tied the cover with the grommets and also tied 3-4 ropes over the top and around the whole boat. His cover always survived intact, no matter how strong the winds were.
