Default 1988 hi lo voyager won’t lift

We recently acquired this camper from my mom. It’s in great condition on the inside, but the outside is pretty neglected. It’s been sitting on my moms property for about 6 years unused, but they did raise and lower it periodically over the years. The last time it was lowered was earlier this year. When we went to pick it up, we discovered that it wouldn’t raise. It just makes a squealing sound. We located the manual, added transmission fluid, and it still wouldn’t go up. We tried the bypass, shorting between the black and white wires, and nothing. The battery is brand new. When we shorted between the black and yellow wires, it sparked and stuff but it was already down, but when touching the black and white wires, nothing happened. My dad thinks the box that those black and white wires connects to needs to be replaced. Any thoughts?
