Hydraulic Fluid Leak from Fill Cap Vent

I've been a member since 2012 but this is my first forum post.
I need suggestion/help as to why every time I lower the top section I have hydraulic fluid coming up thru the filler cap vent.
A few weeks ago I added some hydraulic fluid because when I checked it, it appeared to be low. So I filled it to about 1 inch to the top of the fill hole. I know it needs to be filled to that level with the top section down, but I honestly don't remember if when I top it off, I had the top up or down; my bad.
I'm guessing that I may have overfilled it, but by now all that extra fluid should have come out thru the vent hole already; not so, spews fluid every time when lowered. The top portion goes up and down with absolutely no issue. My questions: Does the system need bleeding? If so, what's the proper procedure. Maybe the filler cap needs to be replaced? Will it eventually stop spewing fluid? I have not added any fluid since that very first attempt at topping it off. It's a very annoying problem and Super messy!! Any help or suggestions will be appreciated. Thank you.

ps I have noticed that when I lower the top a little bit at a time it doesn't seem to spew fluid thru the fill cap, when I lower it at a normal rate...it leaks!!
