Default 1997 26 foot HiLo Water heater help

I have read the manual, but am still at a loss. This HiLo runs on elect or propane. I don't understand why one would need to light the pilot when running on elect!

From others, it sounds like I should be able to find a spot in one of the outside compartments that says PILOT and there should be a hole where I insert a match and hold a button in till it lights?

Also, how do I know that the hotwater heater is full of water before I start heating?

I'm going to go back and read the manual again tonight. Thanks so much.

The easy way to check for water in the tank is to raise up the lever on the pressure relief valve. If water comes out then you are ok, if not, do not attempt to ignite/light the tank. I might be wrong but being a 1997 model, I would think that the tank would have an automatic ignitor rather than lighting with a match. The pilot light would not have to be lit if you are running on electric. You didn't say if the electric hot water heater is factory or after market electric (Hott Rod, etc). Also check and make sure that there are no water by-pass valves shut off (if so equipped) by the tank. Hope this helps.
