I am assuming that you are talking about 12 volts:

1- Check that the battery is charged and is it connected.
2- Find the fuses and check them. Don't just do a visual check. Check them for continuity with a meter or replace them with a good fuse.
3- If the fuses are all good, check that you are getting power to the fuses.
4- If the fuses are getting power, check the wires that the fuses are feeding. Are they connected properly at the fuse terminals? Are they getting power?

Just saying what happened in our 1990 Classic HiLo. We lost power to our lights. The BR lights were working. DH called our HiLo dealer. He had to run a wire from the converter(under the sofa bed) up the wall.Then he drilled a small hole in the underside of the cabinet and attached the new wire to a wire under the thin bottom of the cabinet. Could be inverter(I get these mixed up). Then we had lights again. When we did our restoration we found a fried broken wire in the wall closest to our ref. The wire could have broken due to water intrusion. We chose to leave the wire on the exterior of the wall for easy access. Haven't had a problem and it has been a few years.

Always start at the source where the power starts and trace your way to the non-functioning item. First at the battery, then the power to the fuse block, then the fuses, then where the wires leave the fuses, etc. Use a multimeter or a 12 volt test light.

If you dont have power to the upper section check your outside cord on the front for damage or breaks at the fuse block by the pump. May have a wire broke at the block.
