the top section my 1999 hi-low sags down on the left side, how can I fix it and is it something to worry about?

I just bought a 1999 hi-lo TowLight, there is a large power cord with a slanted blade at the rear towards the ceiling and I have no idea what it's for. Anyone know? Thank you!
