Sounds like a faulty check valve at the city water connection.... It may have debris trapped that can be cleaned out by pressing on the check valve with your water pump on (water should exit/spray) or it may need replacing.... Good luck! Bob

Another item to add to your checklist: See if your water system has a siphon valve and tubing on the water pump's suction. If it does, the valve you would open to siphon antifreeze in to your pump may be partially open. If it doesn't have the siphon system, check all water tubing and connections...
