It's a 2007 Anniversary Addition 23C. It seems that the switch only works in one position. So does that mean that the lights only operate off of the battery?

We've just purchase a Hi-Lo and we did it from a private owner and not a dealer. All the information on operation was not made available to us. We have found that even when plugged into power, the lights still operate on battery. Are we missing something? The 3 position switch located in...
