98 hilo 24 foot, top not level

the front of the hilo is about 2 inches lower than the back, the adjustment bolts are all the way out, the back bolts are only about 1 inch out, does this mean cables should be replaced in front, does anyone have any advice.

Sounds like you may have a stretched cable to me.
 
First check to make sure none of the pulleys have broken apart. If any have this would cause the front to be lower. Next inspect your cables to make sure you do not have any broken strands as this will cause the cables to stretch. Some owners think that you adjust the cables so that the bottom ledge on the top section is level with the top ledge on the bottom section when the top is raised. When trying to do this you will put too much pressure on the cables causing them to stretch or break and or the pulleys to brake apart. You can also put too much pressure on the bolt that attaches the cables to the top section and damage this area. Adjust the cables so you get a reasonably good seal. On the longer Hi Lo's the seal may not be perfect. If you know your cables and pulleys are in good condition then to fix this problem you may have to replace the cables. I would consider replacing the adjustment bolt on the stretched cables. You would cut off the old adjustment bolt and swedge on a new adjustment bolt. I would call J&R repair and talk to them about this and see if the will provide the new bolt.
