I have a 98 18 ft hilo towlite and am trying to get four of the guide shoes back all the way on the tracks. The guide shoes are on an angle partially out of the track! Can anyone help me with this?

The only way to safely do this is to raise the top all the way UP, remove the track, re-install the track into the guide and reinstall the track. ONE at a time to avoid the top shifting. If the guides are damaged (sounds like) you'll need replacements (good idea) before you start.

After getting the guide bocks back on the tracks, any errors when lowing (left the fresh water door open, water heater door open, tip out not pulled in, etc) will again throw the guide blocks out of alignment.
