HiLo service question- wont raise

I have a 1969 HiLo that is in great shape. I recently went out and it will not raise up. Does anyone know about the puematic pumps on these models??? Would love some input on what might be the problem. No one around here wants to work on them.

Could your batteries be too weak to raise the top? The top will not raise if your batteries are bad.
