lower my hi lo

My hi lo has power and fluid but won't lower,is there a way to do it manually ?:eek:
 
Yes, there should be a little tee handle shaped valve like on a bottle jack that you can turn to release the fluid. Open it slowly. Was there any action when you pulled the safety catch and hit the down button?

That valve is down on the pump. And, is there anything happening when you try to raise the top?
 
You also need to have someone pulling the safety cable while you are lowering the top using the manual valve. If you have power though, try raising the top as high as it will go, then pull the cable and try to lower like normal. If the top settles on the safety catch, it could bind the catch so it won't release.
