Not lowering!

So, for the first time, I need to lower my HI LO. And of course, it's not working. I will try charging the battery....

Lowering is done by gravity. The top sometimes settles into the safety bar. In that case, you need to raise it, then go to lower.

It does need the battery to energize the solenoid that releases the pressure on the hydraulic cylinder allowing the fluid to return to the reservoir.

Did you get your battery checked or replaced as was discussed earlier?

hand crank to raise/lower

Just bought a hi-lo. Appears to be 60s model. It was raised when I bought it then to my surprise lowered when seller delivered! Seller raised it with a jack style bar that attached to back - by hand. Looked pretty difficult and he was a strong man. Can I just leave it raised and tow it safely like that?

NO! Don't move it at all with the top up. You'll distort the frame, damage the guides, etc..
