So I left my hi-Lo up over winter and now found that the safety release bar is bent and won't release . Was bent worse and go it to where it locks in but stuck. So any information on how to remove and if I can remove
It with it stuck in up position. It is up against floor by where It goes into the ram.

Sorry I can't answer your question. FYI it is not a good idea to leave it up all winter as you have found out. If it is left up for long periods of time in other seasons it is advisible to place 2x4s on the exterior at each corner. This takes the stress off the cables. Hopefully someone will come along and be able to answer your question.

You might try getting the local football team to help you lift up each corner and place 2x4 s under each to support the weight and take it off the bar. Or, you could get some farm jacks and do it that way. Once the weight is off you might be able to work the bar loose. I've never done it, but that is how I might go at it. Can You lift the top a bit with the switch? If so, that will work also. Just get the 2x4s under the corners to support the top.
