The cable is mechanical; its not a switch. Get some spray grease. Crawl underneath. Have somebody push, pull, and wiggle the cable. This will allow you to see where it attaches. You will find it goes into a metal bar that runs front to back on the right side of the chassis . All the cable does is pull the bar up. Lubricate where the bar pivots and where it slides up and down. Reach in with a tool handle, hammer, etc and move the bar down. Have the helper pull and release the cable a few times. Once the bar moves freely you are good to go.
