Top will not raise on left side

Hi all, I have a 1999 hi lo was just given to me.
If you are looking from the back the left side hasn't raised all the way up. The right side did. I don't know what I am looking for or how to fix it.
It looks like there's water damage on this side as well.
Also I do not know how to turn the power on.
I've looked but can't find anything for my specs on my camper any help is appreciated I have never been in a camper so I have no clue about anything the manual I found doesn't have my trailer at all TIA

If the electrical power on the inside is off, but the top raised, your Master Switch is probably still in the "Raise/Lower" position. You can download a manual for the 1997 towlite in the first post in this thread: https://www.hilotrailerforum.com/f49/owners-manual-1997-towlite-1728/ I know this is not your model, but the manuals are fairly "generic" and things did not change much from year to year. I think that manual will cover your model almost perfectly.

In the manual you can download, page 24 shows the adjustment points for the lifting cables if a corner is low. The top should raise until the bulb seal makes good contact with the lip on the lower half.
