    I'm new to this stuff, but looks like the pump has possibly been changed out to one that does not have a manual why to do it. What brand is the pump? Is it a monarch?

    This small "bolt" here has to be turned all the way in clockwise or it wont go up manually. Turn it counter-clockwise slowly to lower it.

    Just curious.. Does it have a old tag on it or maybe a older one stowed away inside somewhere. You could take the tag to your local tag office and likely get the VIN from them. (Just a thought). Or if you knew the name of the previous registered owner they could do a vehicle history search...
