Got caught in the deep freeze in Texas made all repairs including water filter housing filled with water no leaks at present. Cannot get 12 volts to pump r&r pump put 12 volts to it and it ran put back together still can't 12 volts to pump ANY IDEAS

Hi, I know this is not the correct way of doing it, but I don't want to remove the anodized rod and drain the hot water out. I was wondering if I just turn on the water pump and turn on the hot water valve on the sink. will that drain all the hot water out?

I'm considering buying two soft starts for our A/C units. However, one of the units has a heat pump on it. Does this change the installation procedures?
