2806C not working on 12 volt

Our 2806C is not working on battery. We keep it in inside storage and it has not been use for a few months. I have a timer on it to charge the batteries once a week.
The symptoms are as follows:

Pluged in 18.1 volts across batteries everything works but up and down (just makes a noise

Unplugged 0 volts across batteries nothing works up and down does not work (make a little noise)

Turn trailer off (store/tow) batteries come back to 12 volts.

Batteries check good when I put my stand alone charger on them.

I have not been able to check the circuit breakers and fuses with it in the storage unit (can't put tip out out).

Any ideas?

You should be getting about 13.6 volts at the battery when plugged in to shore power. There is something wrong somewhere. Is the battery holding charge after sitting for a while?

Try checking the 12v circuit breakers in the battery/pump compartment. Check to see if your 12v power converter has any fuses on it. My converter has 2 spade fuses on its end panel.

They do hold a charge while in the off position (store /tow). I have not left it in camping or up/down position for long time.

The circuit breakers in the battery compartment look like auto reset and appear to be ok. Continuity through them.
The wire that when disconnected the batteries don't drop to 0 volts is the large #10 going into the camper through a clear plastic hose.

Don't understand the 18+ volts you are getting but the first step when you have a problem like this is to know that your batteries are good. I assume you have the top up if you have been able to check the circuit breakers. If you are getting some noise from the pump it sounds like low voltage caused by bad batteries or loose/dirty connections. At least do a hydrometer test on the batteries but better yet take them to a good auto parts store and they will test them under a load. A voltmeter test is not a good test as a battery that is very low will still show around 12V with no load on it. My guess is a bad battery. The power supply does not have enough power output to run the hyd pump. Hope this helps. If the top is up have you tried to jump the batteries?

Looks like you are correct. Mine has 2 batteries. 21 months ago I replaced them with optima batteries thinking they would last longer. After Sam's prorated them it cost me $6 for both batteries new.
It will be next weekend before I can try them.
Do you think it would be advisable to just put 1 battery in? Half the cost to replace them.

If you don't boondock and you are always at a campground plugged into shore power you can get away with one battery. But, otherwise two batteries would be best. You should be looking at what caused the batteries to die after just two years. Did you run them dead at some point, is the converter charging them properly? When in storage I would rather hook a Battery Tender or similar to the battery which will provide a small float charge and not overcharge.
