Rocker porch light switch

When you enter our HiLo we have a set of rocker switches under the cabinet. One switch turns on a lampshade style interior light. The other switch never worked for twenty yrs. In the course of our restoration we had to remove staples and lift up the thin cupboard bottom. DH correctly wired the rocker switch and it now works. It turns off the porch light from the inside. The only problem is we forget it now works properly. The bundles of wire were there just wired wrong at the factory.

Didn't it make you feel a little silly once you found it?
 
When I discovered mine

my thoughts were that's a stupid place for the switch and wondered why it wasn't mounted on an entry wall just inside the steps?
 
The only reason I can think it is that the switch and wiring was concealed for protection inside the cabinet between the inside and underside layers of wood, like the wiring for the stereo is in many models. A more visible spot would be handy.
